multiple headlight flash diagram or unit?

Good afternoon, while watching gt / endurance racing I see the headlights are flashed multiple times by a faster car wishing to inform a slower car of its presence.
I am trying to find a simple and cost effective way to copy this, with one input from my headlight flash function to allow the lights to flash multiple times, 3 or 5 for example.
I have spent a lot of time searching the www and have not found anything suitable.

I have not added the vehicle make and year, as I believe this is not a vehicle specific request. If its easier I could make it a stand alone/ additional circuit with a momentary additional switch.

Search for 4017 (CD4017) divide by n circuits.
I've described a few herein.
