Okay got a chance to check. The Pioneer radio is sending 12 V DC down the correct Yellow Black wire. Also the OEM Stereo is doing the same. So I guess I'm out of luck unless the amp is on a different wire. Or the OEM Stereo has some secret sauce in it ;)
I was thinking of getting an inline antenna amp instead would one like this work?

I was thinking that I could power it from the Pioneer 12 V Blue White wire and hook it up to the same ground as the stereo.
Also I'm getting some minor ground loop on my aux input when listening to music from my cell phone and charging it at the same time. Would an isolator like this work?
