Does anyone know of a door lock style actuator that when in the locked position, can not be forced open. (not referring to motorized linear actuators, i need it to be controlled by a pulse and do not want someone to be able to "pull up the button" to unlock it)

Never seen an actuator like you're referring to but I have disconnected the rod for the manual "button" so that only the actuator would lock/unlock the door

Either BMW or Mercedes had a system like that where-as once locked with the remote it was impossible to open the door from the inside. This poses obvious safety risks and they have redesigned the system.
If the door you don't want anyone to "force" open has a window or key lock those are the prime weaknesses in your theorized setup.

Deadlocks, actuators made by Spal with either 3 or 6 wires (master).
Had a set once. Pulse extra control wire to deadlock.
