Constant 12v+ wiring

I have a 1992 civic hatchback vx. I have the wiring diagram  and i have identified every lead wires. But it seems like i'm not getting any power from the constant 12v+ lead which is the Blue/White wire even when all the fuse are still good. Other than that, all the wires are working. It's been installed once but i took it out just to properly adjust it and it was also working prior to removal. Now tried to install it back in and it wont work. I have no clue on what to do. What do i do?

Do you have some sort of digital multi meter?

I don't have one, all i have is a circuit tester probe. Should i get a digital multi meter, will it make any difference? Thanks for the reply..
