Also if D1 is removed how will power get to fan 1 on high mode?

It won't. Good catch. My mistake.

Put D1 back in.

No other diodes.

Put the output of Relay 1 to Hi Controller.

The "IGN" input to Relay 1, AND the source for the controllers MUST all be from the same point. (I suggested an ACCY source so the fans go off in START). If you can't do this, put a diode in Relay 1 output, band towards the Hi Relay controller.
