Need to build a circuit to split the turn signal and drl circuit on my car they both use the same wire and are controlled by the bcm. I have drawn up the schematic and just need help locating a relay or circuit that will do what I want, something similar to a watchdog timer.
Here are my requirements
1. Cost effective $10 or less
2. SPDT
3. The drl/turn wire will act as both the common and the coil+ when    the drl is on it will energize the coil when the blinker is on it will pulse to the coil so maybe a 3-5 second delay

Standard 5 pin automotive but look at relay circuits here for time delays.

got it was thinking there must be one with the timer circuit built in but wasnt having any luck finding one.

Years ago when installing AC kit here in the UK we used Italian stuff which had 3 second delay relays, not trying to teach you to suck eggs but so the AC wouldn't start until the engine was running.
Look up delay on relays.
There's a another way, a DEI 528t timer relay, $10 or less on fleabay, delay on, delay off 0-90 seconds 20 amp power. Combined relay and timer. With blocking diodes it would do the trick.
Of course that wouldn't even be a problem anywhere but North America, the rest of the world uses amber indicators, running lights and DLR lights are all separate circuits.
Here the DLR's run off the ignition, shut down as soon as headlights selected.

i couldnt seem to find the diagrams for timer circuit on here. I looked up the dei 528 timer but allot of the reviews said it doesnt work well with turn signal circuits
