Hi I'm trying to figure out how to build or where to buy a pulse relay that will send out one momentary 12v pulse only after receiving 3 pulses in a row, the idea is to make it so I can hit unlock on my car 3 times sending out power to the electric fuel door opener so it opens up without me having to go inside the car. Any help would be greatly appreciated

Here is one possibility using a flexible and readily available module :
You could use a PAC TR-7 module for this. These modules cost under $20 and can be programmed to do various
functions. Here is a link to the TR-7 Guide : https://www.the12volt.com/installbay/file.asp?ID=1031
See Feature #14. You could use the (+) drivers door lock motor wire as an input on the TR-7's Green wire.
Then program the TR-7 for Feature #14 with 3 input pulses within 5 seconds to get a (+) output pulse on the
Blue wire rated at 4 amps to control the fuel door relay ( or a (-) 150mA pulse on the White wire ).
Soldering is fun!
