Viper 4105V Programming Issue

Hey everyone, after peeking around this forum, I was finally able to install the Viper 4105V into my basic 2001 Toyota Tacoma. But here is the issue at hand. I want to edit some of the options and I'm doing this exactly.
1. Turn ignition on then off
2. Take key out of ignition (also kept key in ignition another time)
3. Held Valet Button on unit
(Heard horn once and released. Wanted Menu 1)
4. Clicked the valet button twice for feature 2
5. Pressed and held valet for confirmation (Horn chirped 2 times)
6. Clicked lock on remote for Option 1 (nothing happens)
7. Long horn sound and programming times out.
Is my unit locked by a bitwriter?

Is a remote programmed to the system? If not, that must be done first.
