Easiest way I have found: Open the image you want to resize in MSPaint (almost all computers have it) Click on "Image" at the top of the program Select "Stretch/skew" from the drop down and input a % (less then 100 to shrink). The only catch here is you have to specific height and width - just keep them equal and you'll be fine. If you make them unequal your image won't scale properly (for obvious reasons I hope!). You can also just open the image and click CTRL+W as a short cut key to this command.
