100w spot lights reduced to run at 30w

Hi there,
I have 100w spot lights, that I would like to run when my parkers are turned on, at say 30w or so, I would set them up to come on via a relay when the parkers are switched on. I would also have them come on fully with the high-beam circuit, I can sort out the relays and switching, just not sure on what would be the best way to reduce the wattage without too much heat and components.

I hate being a spoilsport but check the legalities on that here in Australia you are only allowed to have spotlight on when high beam is on and they must switch off when switching high beam off

If the wattage is reduced enough, they can then be passed off as marker lights, i would have them able to be switched off completely, and I am willing to take the risk of being pulled up for it.

 Consider having them wired in series for low power operation, or use pulse width modulation (PWM) to dim them..
