Can anyone out there recommend a basstube and amp combo that i could use with my Panasonic CQ-DP103U HU?  This is going to go in my 87 Ford Cargo van with the basstube mounted on the floor  behind the driver seat.  I'm trying to keep it as cheap as possible so something from the low end of the Amp and bass tube spectrum.   Suggestions would be appreciated.

Are you looking for cheap but decent, or cheap and crap? If you are looking for cheap but decent, I'd check out Bazooka tubes. If you are looking for cheap and crap, hit your local Wally World.
     Also something you should look at is the Infinity BassLink. It's a 10" powered sub with a 10" passive radiator. It has a built in 200w amp and draws very little current because it's amp is quite efficient. You can find it online through Ebay or somewhere else for about $200-220. It won't pound the pavement hard, but provides excellent performance for supplemental bass.

I was looking for cheap and decent, which bazooka was on my list.  I actually wasn't considering using a powered amp, but that is also a very good suggestion.  Speaking of powered subs, Kenwood makes a powered sub (model KSC-WA62RC) that uses a 5 1\4 dual 2ohm voice coil and a 6 1/2 passive radiator.  Does anyone have an opinion on that one?

I have to 2nd the Basslink X https://www.crutchfield.com/S-RiGGpIGyAGO/cgi-bin/prodsearch.asp?s=0&cc=01&g=51000&est=&search=basslink  it will sound much better than a crap bass tube, search the net or eBay and you can find an affordable price.
