As long as 40Hz bottom end fits the description of a subwoofer for the particular application, any manufacurer who makes a high-quality driver that size (look for 6 1/2 ").  Here's one that claims a range down to 35 Hz (but I'll bet those lower frequencies might be hard to hear...)

Check JL Audio out, they have a 6w0 in their lineup. (I was going to use those before I decided on the 5.1 surround sound route)
