A post back in December kinda addressed this question, but the answers did not address it at all. So, I figured I'd be a bit more concise and just ask if there IS some way to test a capacitor??

Sure.  I have a multimeter (Fluke model 87) with a capacitance tester in it.  What kind of capacitor is it and what makes you think you need to test it?

yes... i use a B&K Precision 830 myself.... any good quality cap tester will work.....
