Can anyone tell me exactly where it is. I checked both of teh wires that were listed in the Diagram i got here and both of those register 12V when the ignition is on. ???

Yor tach signal should measure between 1 and 6 volts AC when the engine is running and it should increase when the gas pedal is pressed. Test those wires again with your DMM and make sure you have it set to AC and not DC because the tach signal is in AC, not DC like the battery. I just wanted to be clear about that to save you from saying; "Are you sure that you dont mean DC".
