So the vehicle remote starts fine if you leave a key in the cylinder?

Did you verify that all the wires to the PKALL are working as they should? The ignition, ground, ground when running, and constant hot all work they way they should? Have you tried reversing your TX and RX wires?

What colors did you use for the tx and rx wires on the car? Do both of your keys say ford/mercury on them or is one of them blank with no name on it?

I am having nearly the same issue with the pkall on a 98 navigator. my problem is the plug in the vehicle doesn't match the one shown in the install guide. does anyone know the color of the tx rx wires?

follow the plug down further. there will be a connector and it changes after that connector. either way it's as easy as goign by the pinout.
