Just a simple Viper 1-button remote start. Key measures 6030 ohms with my multimeter. GM's VATS is actually labeled at 6040 ohms. I first used a single resistor out of the VATS bypass resistor kit and this diagram: https://www.drdetailshop.com/gmkeybypass.gif
Multimeter says the bypass resistor is actually 6010 ohms. Figured, close enough? Wired it all up, worked like a charm. Tried it again 5 minutes later and the car turns on the ignition, but then turns it right back off with the "shut down due to security" alert spelled out on the dash. Hmmm. Maybe that value wasn't close enough to 6040 ohms? So I wire up three resistors in series and get 6030-6040 ohm measured with my DMM (flashing between the two values. Not enough resolution on autoranging meter). Wire that in place of the single resistor from the VATS bypass kit and it works like a champ. Tried it 3-4 times, put most everything back together, tried it 3-4 more times, put the rest back together. Go to show the customer....and of course... doesn't work. Same shutdown error spelled out on the dash. wth man. Now I look like a tool... Help!

All connections are soldered. Resistors are soldered together and each wire connection is soldered and insulated well.

It goes without saying, recheck your work.

A 6040 ohm resistor would be the right match for that key so your good there.

Make sure your series of resistors are insulated in the line-up so they don't make inadvertent electrical contact with things they shouldn't.

Perhaps a relay issue?  Extra resistance between the Pin 30 to 87 contacts?  Flaky relay?  Might try a new relay.  I use a mini 10A relay with wires soldered right on to the pins for those VATS / Passlock systems.

Actually, I'm surprised a VATS system is still working properly via the ignition switch / key in a 1995 vehicle.   It never has issues with normal key start-ups?  As a test, you could make the bypass "permanent" and see if it acts up.  That would verify your bypass resistor value.

Very possible, Howard.  Get them in quantities of 50 for $0.49 each....  posted_image  Compact, completely sealed and very reliable.  Just a bit of work soldering the wires to the legs.
