I've got a 2000 holden vectra and was told by the local holden dealership that if my car is on their database, it would be free of charge and if my car isn't on it then I'd have to pay $40 to get the security code.

Google it, that's what we do with Vectras here.

Amateurs assume, don't test and have problems; pros test first. I am not a free install service.

I've tried that. Should have stated that it's an Opel built vectra that holden imported.

I'm fully aware of that, made in Belgium. I'm assuming POS Phillips OEM r/cassette or CD/tuner.
If so worth dumping it after 14 years.
Pull it, read off the serial number and your VIN, I'm sure I've seen charts before on the net that will give you the result

Will give that a go. My local Holden dealership was going to charge $40 to get the code for it if my car isn't on their database (otherwise it's free if it is).

This is for UK Vectras, took about 3 seconds to find!

Betcha you'll find similar if you try Opel or Holden Vectra.
