CM7200 can’t enter option programming

Just installed into a 2004 Toyota Highlander. Have the CM7200 with a Prime 705 RF-2W705-SH 2 Way Remote Kit. I got the remotes to program alright but I can't seem to enter option programming mode.
WHat the manual states:
hold these two buttons for 3 seconds and then again to enter the table(wait for the chirp between steps) Then tap another button to scroll through (wait for the flash between steps) It should flash multiple times to tell me which line I am on while scrolling
What actually happens:
I hold the two buttons and the lights flash once, I hold them again and the lights flash once. Then I press the button to scroll and the lights flash once, I press the button again and the remote says error.
I'm assuming I am not getting all the way into the options table but the manual is vague.
Any insight is appreciated.
