Does anyone know where you can get one of those that makes the same chirp sound as alarms but you can make the chirp whenever you want with a controller or button or does anyone know what they are called?

There are several places to get them, they are called car alarms. Most of them come with little wireless remotes that you can use to make it chirp any time you want. Some even come with 'panic' buttons that will actually set the alarm off if you press that button. Pretty cool stuff!
