on an 88 mustang convertible, there are two relays just before the motor. one day the top stops working and now you can hear the relays click in either direction the switch is in. tried replacing the relays but the new ones do the same. is this a relay problem or is it another part of the circuit, maybe the switch? any help is greatly appreciated

The clicking of the relays indicates that the relay coils are activating the relays properly, which then seems to indicate a power or motor problem.  The relays are activating and either no power is flowing to the motor, or power is flowing thru the relays and the motor has a problem and is not working.
 
 I would check to see if you have a blown fuse for the power top circuit, first.  If thats ok, then I would use a test light or volt meter at the motor to see if current is getting to the motor. That would tell you if you have a power problem or motor problem.
