Hi sador, connect the negative trigger lead of your interior lights to terminal #85 of an SPDT relay, connect #86 and #87 to a constant 12V+ source (battery), connect #30 to the positive lead of your neon lights and connect the negative lead of the lights to the vehicle's chassis.

If you have a positive trigger lead instead of a negative trigger lead, connect it  to terminal  #85, connect #86 to ground, connect #87 to a constant 12V+ source (battery), connect #30 to the positive lead of your neon lights and connect the negative lead of the lights to the vehicle's chassis.

i just did this with my van. i am not sure what you are trying to do, but i ran a wire from the positive terminal on my batt. to a switch(like the kind that you put in your house ... i just put it in a little box that you can also buy at the same hardware store. this is so i can manually switch it in or off.) then from the switch to the power wire on my lights. then, i just grounded out to the frame. cost only forty bucks, good luck.
