how would I go about testing the rca low level inputs on an amplifier. I need to find out if they are bad or not.
I have already tried the amp with different rca wires, and the only testing tool I have is a DMM.

What is the amp doing?  Why do you think it is the Inputs?  Short of bad connections, it is very rare to have a problem with the inputs of an amp.

The problem is that the amp powers up, but there is absolutely no sound.

Set your DMM to the AC volts scale.  Touch and hold the black meter lead to the shield of the RCA cable.  Then touch the red meter lead to the center conductor of the cable.  With the radio volume set to Zero, notice the reading of the meter.  Turn the radio up to a decent listening level then let me know what the highest reading you see, play it for 20 seconds or so.

This procedure will tell you if there is audio coming out of your radio.  There will be no way for you to check the inputs of the amp.

I already know that the rca cables work, because I switched the amp. I think that it is the inputs on the amp.
