- Try another source. A media player of some sort. At the deck end of the RCA and right at the amp. Noise still there?
- Ground deck to amp ground. Also the chassis of the deck that you now have the RCAs grounded to.
It may very well be a bad deck too. It happens. Try another one.

Turn the gains all the way down on all of your amps.  Does that get rid of the noise?

gains down new grounds and tried iPod. Think I still have some ignition noise?

Even on the iPod, straight into the amp? No RCA's connected, just straight into the amp. And you have noise?
