There is the same type of power supply in some Daytime Running Lights also. If it has DRLs try turning them off to see if it goes away. If you are not able to turn them off, at least notice if they are off when just in acc position, and come on when started and remain on after you kill the motor.

ok sorry it took so long to get back to you guys the cars dont have DRLs and the lights were not on so that should rule out the dimmer causing the problem

If i Can't Install it I Don't need it Joe
