I have an older amp with an input voltage rating of 500mv. I'm looking at a newer H/U with a pre-amp of 2V. Is this doable or do I need to upgrade the amp too?

So you need to reduce 2V to 0.5V....
What a blessing!
It might be as simple as a 4:1 resistor/voltage divider...
IE - for 10k-Ohm impedance - 2V into 7.5k & 2.5k series connected resistors (with 2.5k on GND side) and the 0.5V out from the 2.5k.

The amplifier has a gain control knob, simply turn it down a bit.

So it's that simple? There will be no damage to the amp?

It won't damage the amp. Here's a link that explains it in detail: http://www.bcae1.com/preoutv.htm
