05 dakota weird noise issue

I installed a pioneer 6200bt ,pioneer xm tuner, and 4 speakers into a customers 05 dakota. The problem is when making a phone call with the lights on the person you call hears a constant beep, kinda sounds like a test tone. So hear is what ive tried so far. 1) switched out the radio 2) ran new ground 3) isolated the ACC through a relay 4) switched out the mic and changed its location.

and after all that the noise is still there. please if you guys have any ideas as to what could be causing this issue let me know

nope no HID's, luckily the customer is super cool, and is giving me time to find out whats going on.

any other ideas you guys have would br greatly appreciated.

Does the noise change pitch if you quickly dim and brighten the DASH lights?  A lot of vehicles have the same type of power supply used in HID lamps.  The power supply only powers the dash lights.

If i lower the dimmer switch the sound will go away. typically after about half way down the noise will almost be entirely gone
