Can an I datalink module be flashed with a Tablet computer that runs Andriod OS? Is there an app for that?

You need Internet Explorer to use weblink from idata. I use google chrome as my default web browser on my netbook and it will not work. I have to launch internet explorer to get weblink to work. I guess the first step would be to make sure you can actually log-in to weblink from your tablet...
Then I foresee problems finding a USB driver for the idatalink data cable for the Android operating system. Then of course where would you plug that cable into? Your Tablet manufacture would need to have some kind of USB port on it like a PC and I'm not talking about the 'sync' cable.
I've also have not heard of an app for that either. Unfortunately..

It would be nice, huh? I'm on the road and have to use a laptop with windows. I know every free wifi hotspot in the state of Maryland...

using the tablet would be a great idea, but i dont think they would support that anytime soon. best option is to get a small netbook and use that to flash the idatalink modules.
