99 cabrio remote starter

So, I bought this Viper 5301 remote starter and I can't seem to get this thing to work. I hoping if someone could tell me if my wiring looks correct. I have programmed it out of manual transmission mode, I have ground on the neutral safety switch and the black ground. I'm not getting the diagnostic clicks, but just one click every 10-15 sec or so for 3 or 4 cycles then nothing
I unplugged the 8 pin harness and verified with my multimeter on the harness connection that the 12 volt constant, starter wire, accessory wire, and ignition wire where getting 12 volts when the key was in the proper position
I also tried testing the starter wire at the back of the connector with everything plugged into the brain. If I turn the key I see 12 volts when it cracks (so I would think my connections should be good), but when I hit the button on the key fob I only see 0.01 volts. I checked all of my fuses and nothing is blown.
Below is how I connected everything. I only did the remote start functions to test before I did the locks and parking lights. I am going to do the parking lights by connection two 6 amp diodes to the two vehicle parking light wires, and connect the two ends of the diodes (away from the band) to the H1/11 Parking Light Output. If anyone can look this over and give me any idea what I might be overlooking it would be greatly appreciated.

RED / White and Red on your 8 pin connector need 12V, it's the supply for the onboard relays.

Don't forget H3/8 RED / Black... It supplies the +12V to the Starter & Accessory relays.
Do you need a transponder bypass?

You haven't told us what a "99 Cabrio" is but from the wiring colours I'm guessing VW.
H3/3 Orange goes to the BROWN / red it's your ACC, not key sense.
H3/56 Pink white to black.yellow, ign 2.
You will definitely need a bypass.
Tach is picked up at an injector with unlike colours.
99 on a Cabrio, not sure whether it used Mk lll or Mk lV wiring.
Look at the kickpanel where the loom goes into the doors, if it's a plain loom, it's a 4, if there's a reddy brown plug it's a 3.
3 controls the locks in the car, 4 in the door, either way you won't need a 451, low current NEG (-) triggers.
Extend lock pulse to close the windows (comfort close).
