How the Switch Work in Relay Circuit

Hello,all
I would like to ask you some advice about my project.
Please notice the working position in following circuit, the relay module is TQ2-5V. According to the connecting way in the following picture, I think the operating state of relay is single side stable type. My questions:
If it is single side stable type, is this right that this circuit just has one state? Because it need a reversed pulse, the switch position changed? Do you know why ?
