cm4200 program issue

I have a cm4200 brain and a Ant1-WAM antenna with a 700R remote fcc VA5JR260A433
The brain clicks to accept programming but it will not accept the remote when i press the lock button
Also, does the blue wire from Jumper setting need to be attached to the corresponding setting or can it be left un-connected? I have it set for 2nd Ign but I do not have that so it is left un-connected.
