I just bought a 2000 civic ex, great condition for age. I was checking that all the fuses were getting power and that they were good. I was under hood in the abs fuse/relay box, and there was no power to either terminal of fuse slot 3 that deals with mtr chk. I was in search of a wiring diagram, and or any other materials related to this. Will have more time tomorrow to check rest of inside fuses and investigate what happen. Almost certain someone disabled it either because they don't like abs or because an expensive part broke.

The abs light comes on on start up, but goes out afterwards.

All the lights should come on at start up and go away after a few seconds (light test). Are you having any ABS issues?

I have figured out. That motor check fuse is only hot when the abs motor relay is allowing power to motor. I found a link to honda service manual free download.
