help w/ sub box diameters?

ok, say we have a 10" sub
now, the mounting diameter of most of the ones I have seen is not 10", its more like 9.5 or so
when someone says "I am selling a box for a 10" sub" are they saying "my box has a 10" diameter hole in the middle" or "my box fits a standard 10" sub with a mounting diameter of 9ish inches"
a little help here, from experience, which of these is right?

Generic sub enclosures might be fine for generic spplications, but custom built enclosures for the specific speaker you want to use will always sound better.  But to answer your question, most generic enclosures are pre-cut to accomodate the average opening for that size speaker, like 9.5" for a 10 as you suggest.  They often need modification for a perfect fit to a specific loudspeaker.

if the opening on an enclosure was too large for the sub could you cut your own sleave, if you will, to fit your speaker and attach it over the current hole? would having that over the original opening severely damage the sound?
