Will pushing 160 watt rms bridged at 4 ohm to a 200 watt rms sub provide decent bass?

Sure it can, but it depends on the woofer and the enclosure.  Don't fixate on the wattage numbers, all they are really good for is to help you not overpower your speaker.

so if I'm doing a sealed enclosure with a cerwin vega hed 12svc (200 watt rms @ 4 ohm) and using a usx 2050 bridged 160 watt rms @ 4 ohm I should get decent bass.  But if I get say either a blaupunkt amp 300 x 1 rms @ 4 ohm or a bazooka 260 x 1 @ 4 ohm I should be plenty good.

In my opinion you are much better off with a class D mono amp for a subwoofer than using a stereo or 4-channel amp designed for full-range.  As long as you use a sealed enclosure built to the proper specs (be sure it is not too large) overpowering by 100 watts should be OK... unless you like to crank it constantly, then your speaker might not last too long.

Actually I was really looking at this kenwood sub.  It says 35-400 rms.  I read some good reviews about it and since my hu is kenwood I thought I would give it a try.  But if I go this way I will be underpowering by at least 100- 200 watts?  Is that a problem?

"Underpowering" is never a problem unless you don't know how to set gains on an amplifier.

Thoughts on a sub is really gonna be based on how it sounds to you bro. If it sounds good, and you got the ability to power it decently, then go for it. I personally go for higher end equipment, but I also am a spoiled SoB. :) I've never heard of any serious failure problems with kenwood, and if you are under powering it should be fine. So if it sounds good to you, go for it.

its always better to overpower than underpower to eliminate the risk of clipping, it is very hard to overpower a sub. I have a single JL W0 8in in the cab of a 1990 standard cab toyota pickup, the RMS on this sub is 75w I have 300w going to it at 8ohms and it produces 130.8 dB. i always say if you have a 1000w rms sub use a 1500w rms amp
If everything seems to be going well, you have obviously overlooked something.
