Try to use a heat gun to soften it. I think it should work the best.

This thread is a bit old but if youre still having trouble use heat on the resin and filler. Once it heats up good enough a good push on it with just about anything will pop it off the concrete. For the paint go to walmart, autozone, etc and buy a can of stuff called aircraft remover & a wire brush. Spray the stuff on there, let it sit, then scrub w/ brush and rub w/ a towel as well even a toothbrush would prolly work.
