Ford elecrical issue..need some help

Hey all i need some help. This is all on a 1990 Ford F150 with the 5.0 w/auto 2wd.

ONLY when the headlights are on the tail lights DO NOT work...but off they work fine.

I checked all the fuses that i can find...not one blown...but now the whole instrument panel does not work...all from unpluging a few fuses and putting them back?  Odd to me...

I know there is a connection, but no signal.  Since when i start it up, the volt meter tweaks then returns to the normal off position like it would when the truck is parked and off.  This be a sensor problem?  But that wouldnt make much sence since none of the other guages work..

Anybody have any ideas whats up?

I need quality equipment, feel free to donate.

Bad relay? Bad Switch? Bad grounds? I know instrument clusters in old vehicles have there grounds go bad.
