cold and hot side of brake?

I have been reading about cruise control since I am going to install one in my 96 monte carlo and I have found some coments about a cold side and hot side of the brake. what exacly is this? Thank you.

hot side has 12 volts at all times. (its ORANGE in your car)
cold side only gets 12 volts when the brake pedal is pushed in. (its WHITE or LIGHT BLUE on your car)
Both wires are found at the brake light switch near the top of the brake pedal.
