i has looking into buying hid driving light and ran accross some hid fog lights.  would it be logical to get hid fog lights if you don't have hid driving lights? what color is the best for for lights. i heard yellow is the best then somewhere i read blue breaks through fog?

No, HID fog lights would blind other drivers, as well as you.  They're simply too bright, which defeats the purpose of having fog lights- instead of cutting through the fog, they'd simply light it up, and shine back in your eyes.  HID driving lights, on the other hand are more like it.  The best color would be white- no color filters at all.  Give this site a visit:  http://faqlight.carpassion.info/.
My ex once told me I have a perfect face for radio.

I see no point in HID fogs, so I will center on fog lamps in general.
Fog lamps that are either SAE or E coded would be recommeded. E code are better, SAE are legal.
Driving lights are immaterial, as they should not be operated at the same time as fog lamps.
Color- preferred color would be amber. Blue the worst. Why? Blue light refracts the most when going through a prism, amber the least. You want the light to go straight through, and not refracting at you or to the oncoming traffic. White is not an actual color, it is a mixture of colors, so it will refract also.
I place little value on the link above, blazertech fog lights and all, which to me is like saying that KRACO makes the best car stereos.
