No such thing as best, everyone will have there own opinion.  Like who was better Magic or Bird.

Some of the top tier brands would be

Focal, Moral, Rainbow

All of these would be upwards 500-1000 a set.

But if you have never had any experience with these brands, you prolly wont know the difference. 

More attainable brands Alpine Type X, Kicker QS, JL Audio

I agree with dman that there is positively no one "best" tweeter
and what sounds amazing to one person might sound horrible to another person
What are you looking for?
something that will get loud as s hi t?
something that sounds amazing(clarity/SQ)?
and why are you looking for just tweeters?
Are you going to amp them or not? How much power?
Do you know of any speakers that you've heard in the past and loved to give us a clue to what your looking for?

I favor the diamond audio silk 1" dome tweets....problem is....check tweets on some internet car audio dealer sight like woofersetc or something. Sort by price. Better or not, $1200 tweeters hopefully leaves you thinking you got something good. Focal tweets paddle my fancy but I'd never fork the cash to purchase them.

Yes....for this question there definitely is no correct answer.  Just like your taste buds when it comes to food, everyone's ears also have different tastes.  I've used "old" MB Quart, Infinity Kappa Perfect, Image Dynamics Horns, Morel and currently using Focal.  I really like them all.  But for now.....I think I'm sticking with Focal.  I get lots of compliments from friends when they get in my ride.  They like the loud, clear, clean and crispy sound that they put out.
