What happens if you turn the gain controls of each amp all the way down? Does the noise go away?

When we turn the gain down on the two channel amp the noise goes away, We do still have an echo effect in the highs, we checked that all the speaker wires and the amp wiring and everything is in phase

Remove all of the noise filters, does it still echo?  Leave the gains all the way down, any noise?
