what is Dynamic Power vs. RMS?

i am looking at amplifiers on ebay and this amp says it has Dynamic Power 14.4 VDC - 4 Ohm Load 70 w x 4 but an RMS of only 45w x 4 @ 12.5 VDC is th other # just to confuse me? the amp in question is an MTX Thunder 564. thanks ~Ryan

You should have about 14 volts with the car being driven, alternator humming.  But just 12.5 volts with the car turned off.  The rating you read is a way to compare different equipment ratings on a level playing field.
