It shouldn't, because Eclipse is better than that.  They know what nonsense a "loudness" button is and how it can severely affect the sound quality (esp. when used with any but the very lowest of volume).  If it DOES have one, don't use it.  An average-designed car audio system does not need one in any case.
Build the box so that it performs well in the worst case scenario and, in return, it will reward you at all times.

My Eclipse ECD-414 does have a loudness button.

It is currently in my old truck, but the left side of the internal amp is blown.

I'm not running any amps Eclipse 5331 hu question -- posted image., just 4 speakers.

Since it is a small setup, imo it sounds better, although I realize on a larger system it is not needed as it makes it sound muddy.

Does anyone know where I can get the start up disc for an Eclipse 5331 model cd player?

there actually is a loud feature on them. you have to hold in the button youd press to go through all the audio options. mines a little older than yours but it should be the same. the way eclipse uses the loud setting on their hu's is it shuts off at higher volumes but brings up the mids and lows at lower volume. i always have mine off, but just saying their loudness isnt like everyone elses loudness.

Yes it does have a loud button, pres and hold the button that you would use to step between the bass / treble / balance / fader. As far as the key cd goes, you will need to go to a Eclipse authorized dealer and fill out a ESN change of ownership application. The unit will then need to be sent back to Eclipse to be recoded as this was 2 generations before the newer rotating code units.
