I am not really familiar with the Cadillac line, but didn't the STS come out in 2005? Is the STS in 99 a 'package' they offered on another vehicle in 1999?
Installer, IT support, and FFL. I need less hobbies.

From 1992 to 2004, there were two versions of the Seville: The SLS (Seville Luxury Sedan) and STS (Seville Touring Sedan).
The SLS had a softer ride, less standard equipment, and some came with a bench seat and column shifter.
The STS had a firmer ride, larger wheels, and all came with a console shifter.
For 2005, when they redesigned the car, they changed the model name to simply "STS" to follow the idea of the CTS, and to get away from names and use only letters, like European cars and Acura and Lexus.
P.S. The CTS is the replacement for the Catera, and the DTS is the replacement for the Deville.....you could take a guess as to where they got the names from.

chp10_8,
Windows: The windows are controlled through data. If you use an XK01 module for your bypass, it has an option to roll the windows up if you press Lock twice.
Currently, no one makes a databus module to roll the windows down.
If you want windows down, buy two DEI 530T modules and run wires into all four doors.
I've already asked the people at ADS (idatalink.com) if they can control the windows up and down on my 2000 Deville DTS....will update here if they respond.
Turn Radio on by remote:
You'll just need to power the brown Accessory 2 wire at the ignition switch through a relay. (There's no switched power wire behind the radio; don't bother trying there.)
The Viper unit should have a negative auxulary output, that you can use a relay to power up the brown wire......the Viper even has programming options so you can have it time out after a certain amount of time, I believe.
Headlights:
There should be a negative-trigger headlight wire at the light switch. Should be just a simple matter of connecting whatever AUX output you want from the Viper to the car, no relay would be needed.
Relays:
There's a whole section on this site all about relays. If you've looked it over first and then have a specific question, we'll be all glad to help.
The Viper's install guide has a few basic relay diagrams as well.

Please do keep me posted on that module that can operate the windows up. I do plan on getting tv's and a nicer stereo system and upgrade the speakers but will not do none of this until the security is to my liking. just heard of these proximity sensors and was curious to know how many would I need to protect my wifes car. the vehicle is gonna have some where around 18 speakers. all input is appreciated.
