cr-z viper 4706 / idatalink remote start

I am trying to install a Viper 4706v into my 2011 CR-Z CVT using the idatalink. I am just trying to get the main wires connected to see if the unit works. I am not getting any flashing blue LED on the control center and I think it may be defective. these are the wires that I have connected.
Viper 4706v
H1/1 (+)12v - (+)12v on battery
H1/2 (-)ground - (-)post on battery
H2/2 (-)Neutral Safety input - Ground
H2/6 (-)Door input - iDatalink - (-) door status output
H2/9 (-)status output - iDatalink - GWR (-)input
H3/1 (+)Ignition Input/output - iDatalink - (+)ignition input - switch
H3/4 (+)Starter output - iDatalink (+)starter input
The lock and unlock go from the Viper to the iDatalink...
And the iDatalink has power and ground.
The iDatalink powers on fine... The light is green... It seems to be fine.
The Viper 'clicks' when power is applied, but no light on the control center.
This is my first time installing a remote start system. I have some knowledge of automotive electrical systems and have taken a few courses on 12v systems.
I suspect that the control center is bad and may need to be replaced, but I have no way of testing it.

Use remote to lock/unlock and check output with a DMM. The 4706 isn't an alarm and I'm unsure whether the led flashes on this model.

Does the LED flash for programing?

The blue LED on the control center will flash when the unit is locked. All you should need is the H1/1 to 12 volt and 1/2 to ground, antenna wire plugged in and seated on both ends for it to work. Possible the remotes are not paired or in a car 2 mode.
