Is the Viper 5906v activation input the same as a instant trigger input? I am putting in stilt sensor and I need an instant trigger input.

No.  The Activation Input is used to initiate a remote start.  Here is the wire description from the 5901 Install Guide :

This input comes from the factory set to 1 activation pulse. This means that it is necessary to have a single ground pulse on the WHITE/ blue wire for the remote start to activate or to deactivate.

Tilt sensor is wired thus:-
Blue to H2 blue trunk sensor, diode separate.
Orange to orange on H1
Red to red on H1
