Concept 450 immobilizer jumper setting

What is usally done with the jumper in the immobilizer for a concept 450? It appears leaving it in will allow bypass of the immobilizer.

If the jumper is left in the immobilizer, does it mean that if the brain is found and removed the car will start?

I have found out that leaving the jumper in will allow the starter/ignition kill to be bypassed if power is lost (i.e. fuse blows, brain removed, wires cut) to the immobilizer. So having the jumper in adds more failsafe features at the cost of security.
