Is it a measurement of the voltage, EM noise, RF noise, or AC noise?

Thanks

generally it measures voltage and looks for the jump from ~12V to ~14V to verfiy that the engine is running
Life moves pretty fast; if you don't stop and look around once in a while; you could miss it.

Thanks. Are AC, RF, or EM noise increases ever calculated?

If you mean are they ever used as a method to determine weather or not a vehicles engine is running? Nope, is't A/C Voltage to measure Tach or Voltage change to do it "Tach Less".
