791 module? remote start, 98 Beetle

I had the question about installing a remote starter in a 98 Beetle,and was informed it was an easy install.The question I have now has to do with the paper work I seen on the wiring guide for the car.It states I need a 791 Module and a extra key.So what is a 791 module and where do I get one and do I need it or is the info wrong.It states that I need an extra key as well,does that have to do with the chip in it.Help

According to DEI the 98 Beetle does not require a transponder bypass module. But the 99 does.

Parking Lights+      gray/purple             headlight switch, pin 6
Notes: There are three gray/purple wires at the headlight switch, be sure to use the one that is in pin 6 to keep the dash lights fuse from blowing.

Turn Signal(L)      BLACK/ white       +       turn signal switch

Notes: The theft module is located to the left of the steering column.
Trunk/Hatch Release                  theft module
Notes: Use BROWN / purple negative trigger on models with power windows, or RED / blue 5-wire positive on models without power windows. The fuel door can be released with a positive trigger on blue/red at the release switch.
The theft module is located to the left of the steering column.
