autopage rf 405a remote programming

The unlock button on one of my remotes stopped working. I swapped the battery out of my spare remote into it to see if that would fix it, but it did not. After putting the battery back into the good remote, none of the buttons do anything, so I need to reprogram it. But, according the the user's guide I have here, these are the instructions:
1. Turn ignition to 'on'
2. Push valet switch 3 times
3. Push any button on a working transmitter
4. Push any button on the new transmitter
5. Turn ignition to 'off'
Besides the fact that I neglected to hook up the ignition relay yet, I have no good remotes to use to program it. Is there another way?

Without hooking up the ignition wire your system will not know that it is supposed to enter programming mode. Get that hooked up and see if it doesn't help.

What I meant was that pushing a button on any remote doesn't unlock, lock, etc. so my alarm goes off if I even plug in the fuse. Plus it's about 1 degree (without the windchill) outside right now and I don't have access to a garage, so it might have to wait. But I just need to know if there's any way to get a remote programmed without another remote.

No, you need the remote to be programmed. If you can find how to deactivate the alarm with the valet switch you will be able to deactivate it, but i don't think the siren should be going off when you send 12 volts to it, I could be wrong i've never hooked up an RF-405. But If it isn't supossed to be going off then you have some wires wrong. To deactivate w/ valet it should be something like turn ignition on, within 8 seconds or so push valet 8 times maybe.
