unlocking a wheel

To unlock a steering wheel on say a 04 Lancer or any car for that matter is there a wire that simply needs to see voltage/ground to unlock it?  For example a keysense wire or are there actual sprockets and gears that need to be turned to unlock a steering wheel.

Well to start it is my car, I'm not trying to steal anything.  What I am doing is wiring up two relays with a small switch assembly to start my car.  There is no chip to be bypassed.  I just want to know ahead of time whether or not the wheel will unlock via power to ignition circuit or power (ground in my case) to the keysense wire.  And to all the other people that have viewed this post without responding......Yes it will work as far as me starting everything without a key.  Stay tuned to see if it the wheel will actually be turnable.  unlocking a wheel -- posted image.
