In a 04 dakota quad where is the best place to draw power for a 17" LCD flipdown in the back and two 8" TFT sunvisor monitors

Get your +12V from your Accessory circuit in your Ignition Harness up under the dash. You can look under the Wiring Diagrams forum and find the right color wires that you need. And I would advise you to use a Video Amplifier to keep your source output signal at its strongest level.
